From Ibn Taawoos who said, ‘A man was travelling along with Taawoos (d.106H). So the man heard a crow cawing, so he said, “This is something good.” So Taawoos said, “What good or evil is there in this?! Do not accompany me any longer!” Or he said, ‘Do not walk along with me any longer!” Saheeh: Related by adh-Dhahabee in as-Siyar (5/40).

From Asram who said, “Cut off love and affection for the ahmaq (idiot, imbecile). So there is nothing better for the ahmaq than hijraan (boycotting).” Related by at-Tabaraanee as is found in al-Hajr (p. 113).

Stated Ibn Hibbaan (d.354H) in Rawdatul-’Uqalaa‘ (p. 118), “The obligation upon the intelligent person is that he abandons accompanying the ahmaq and associating and living with the nawkaa (stupid and foolish ones) – meaning the hamqaa‘ (idiots, imbeciles). Likewise, it is obligatory upon him to stick to accompanying the intelligent and clever ones, to be close with those who are astute and sensible. That is because even if you do not attain a portion of his intelligence, you will still be considered as being with him. And as for the ahmaq, even if you are not deemed as having his humq (stupidity), you will be disgraced by being close with him.”

Boycotting Products

Ash Shaykh Ibraheem ibn ‘Aamir ar-Ruhaylee

After expounding on the ruling of insulting the Messenger (peace be upon him), the Shaykh continues…

…When situations such as this occur, we also call to practicing Inkaar [1] of it, just as the noble Mashayikh have already stated. There is no difference of opinion between Ahl-us-Sunnah that it is Waajib upon all Muslims to hate such a terrible affair with their hearts, and after establishing that, every individual should practice Inkaar according to his individual ability and status.

As the noble Mashayikh have already stated, it is the rulers who are the authority in this affair, they are the ones who are to be referred to when it comes to the issue of the interests/well being of the general public, whether it is the issue of boycotting or other than that from the major issues that befall the public.

We notice that during a lot of these major affairs, the common folk take on the responsibility of directing the masses and propagating their opinions, whether they do so by sending messages through cell phones or through the internet or other mediums, they take on responsibility, put themselves forward and direct the masses. It is the responsibility of the rulers to direct the general public in such great affairs. Whether we agree with this as a principal or not, these situations are to be referred back to the rulers, they are the ones who direct the people in these situations and they are the ones who have the responsibility to exert their efforts, study the situation and try to come up with a ruling in such great affairs

Trying to come with a ruling in such major affairs is not something simple, rather the situation has to be properly analyzed, the consequences of the decision have to be taken into account as well as the repercussions due to it by those [who are to be boycotted]. This is why you will not find any intelligent person who ponders over these issues except that he would realize that being hasty in such situations may lead to terrible repercussions upon the Muslims, rather it may even be from what Allaah has prohibited in His saying: {And do not insult those whom they worship besides Allaah, lest they insult Allaah wrongfully, without knowledge}[Al An’aam: 108] This may lead those irrational people to do even more than what they have already done, and this is what happened in some other European newspapers because of what took place, they stubbornly and haughtily repeated their evil (unclear word).

So it is the rulers who are the authority in this affair, the decision it theirs and they are the ones who are responsible for it.

As for the individual, then it is within his rights to make a decision for his own self. So if one dislikes buying products from them then he should not be discouraged. Rather if he boycotts them in order to cause harm to them, anticipating to be rewarded by Allaah for such a deed, while not obligating it upon others, it is hoped that he would be rewarded for such a deed because this is a from of Inkaar.

There is no doubt that people dislike dealing with those that they hate in the life of this world. It has been reported in As Sunnah by Ibn Al Khalaal, that Imaam Ahmad was asked about dealing with those whom one hates due to them being from the people of innovations, so he advised that they should not be dealt with, he then stated that he disliked the squandering of peoples wealth. He then explained that one should not be disallowed from dealing with them (if [Muslim] peoples wealth may be squandered <- phrase not clear) just as the Mashayikh have already explained, that the food of the people of the Book is permissible, Allaah has permitted this in His Book, the animals they slaughter and using their utensils and dishes is permissible. These issues are established in the religion. However, when taking the stance of practicing Inkaar, if an individual sees that he should boycott these products, while not calling others to do so, then he has that right to do so. (Unclear sentence).

A person is responsible for himself, as long as the ruler has not made a decision in this affair, one can buy what he likes and boycott what he likes. However, if a decision is issued by the ruler to boycott that country, then it becomes obligatory to follow his orders. Likewise if an order is issued that one should not boycott that country, it is Waajib to follow that order. If the ruler stays silent, then a person is responsible for his own self, and it is within his rights to boycott them due to hating them with the intention that this is Inkaar. A lot of the Salaf disliked dealing with the people of innovations for this reason.

As for directing the masses of the people and advising them, then it is as the Mashayikh have already explained, and I have only added more detail to what they have already asserted, it is in no way contradictory to it. We ask Allaah to grant success to all and Allaah knows best.

Shaykh Sulayman ar Ruhaylee, after asserting that the best way to support the Messenger (peace be upon him) is by practicing his Sunnah and agreeing with Shaykh Ibraheem, states: Those who carry out terrorist operations in those countries share a big portion of the sin of mocking the Messenger (peace be upon him).
